<p>Despite fervent promises, the Pocket Park on the Silwood estate failed to open as the summer deadline came and went, remaining unused and inaccessible to children on the estate. This was particularly pertinent as many residents living in Phase 3A had their gardens dug up as a result of <a href="http://www.spectacle.co.uk/spectacleblog/silwood-video-group/digging-down-deeper-at-silwood/">soil contamination</a>. At the Residents&#8217; Meeting on 5th May, the issue was discussed and locals were informed that the park was closed due to health and safety concerns, but were assured the problems were being addressed and that the park would be open in time for the summer.</p>
<p>However, at the last quarterly Residents&#8217; Meeting on 4th August, with the Pocket Park still closed, the question of what the health and safety problems were arose. Residents were told that minor repairs still had to be undertaken, in the form of loose screws and so on. When asked by Silwood Video Group if, given the length of the delay in opening the Pocket Park, London &amp; Quadrant were able to put some pressure on the company responsible for maintaining the park, the L &amp; Q representative at the meeting, Melanie Banton, replied that they were unable to get the job done any faster as the company, <a href="http://www.safeplay.co.uk/index.asp?keepOpen=1&amp;PageID=1">SafePlay</a>, had a huge backlog of play-site across Lewisham borough.</p>
<p>Residents on the Silwood have long been concerned about the slow erosion of leisure amenities in their community, and it may be the case that they are losing another.</p>

<p>Since the beginning of the modern Olympic Games in &#8230;, man has come to believe that hosting the Games is one of the greatest privileges a country could have bestowed upon them.</p>
<p>With the Olympics, comes the promise of thousands of new jobs and business opportunities, the development of world-class sport facilities, and a chance to raise a countries profile-but when discussing this great opportunity, many seem to forget to mention the financial risk that comes hand in hand.</p>
<p><span> </span></p>
<p>Back in 2004, Greece spent $12.5 billion on the games which subsequently led to 2% points being shaved off the GDP, with some even referring to this deficit as the trigger for the financial crisis in Europe. Now for the 2012 Olympics, the UK is investing $14.3 Billion despite it&#8217;s fiscal deficit of 12%, and despite industry think tanks stating that hosting the event is unlikely to have any substantial financial impact.</p>
<p>If the Olympics is to remain a coveted event, <span>Rohantha Athukorala argues that a revolutionary approach is needed in order to minimise costs and maximise gains. The solution that we propose is to hold the Olympic Games 2016, 2020, 2024, 2028, ad infinitum, in it&#8217;s original 776 BC home, Greece.<br />

<p>All welcome 1pm on the spot to the west of Centre Road where the police want to site their Olympic operations base in 2012. Ever since over 250 people attended a packed public meeting in July, residents living near Wanstead Flats have been demanding answers about plans by the City of London Corporation to allow the Metropolitan Police to base its Olympics operational centre on the Flats in 2012. In order to push this proposal through, the Corporation would need to amend an Act of Parliament that has protected Wanstead Flats from enclosure and development for well over a century.</p>
<p>Local people want to know why the proposed site for this police base, west of Centre Road, has been chosen, how that decision was made and why the Olympic stadium site itself cannot be used. There has been no consultation, even though the plans involve locating a fenced, high-security compound &#8211; with buildings, parking areas, stables and apparently even police holding cells &#8211; for at least 120 days and so close to residential neighbourhoods.</p>

			<content:encoded><![CDATA[<p>Residents of Basildon are beginning a petition against yet more prospective public land sales to private developers in the wake of the agreed Sporting Village project. The public-private partnership between the council and construction company Morgan Sindall is part of the &#8216;Olympic Games&#8217; Legacy&#8217;, and has already claimed a substantial piece of Gloucester Park, the town&#8217;s gymnastics club and Markham&#8217;s Chase Leisure Centre.</p>
<p>However, despite funding from sizeable organisations such as Sport England, there is an <a href="http://www.echo-news.co.uk/news/8325786.Public_up_in_arms_at_land_sales_for_sporting_village/">outstanding £19 million</a> of the £38 million projected cost still to be paid, which means that other public areas have now been targeted by the council as expendable, notably including the Pound Lane Recreation Ground which is used by local clubs and youngsters.</p>
<p style="text-align: center;"><a href="http://www.spectacle.co.uk/spectacleblog/wp-content/uploads/2010/08/WLEnfieldWait.jpg"><img class="size-full wp-image-3522 aligncenter" title="WLEnfieldWait" src="http://www.spectacle.co.uk/spectacleblog/wp-content/uploads/2010/08/WLEnfieldWait.jpg" alt="" width="610" height="471" /></a><em>Olympic preparations are already reducing local opportunities for sports activities</em></p>
<p>With the land in the hands of private developers, it will not only be used for the promised top-grade sporting facilities, as planning permission has already been sought for 73 homes on the former Markham Chase Leisure Centre site, and also 25 new houses on Northlands Park playing fields. This story is becoming a familiar sub-plot in the narrative of London 2012, with <a href="http://www.spectacle.co.uk/archive_production.php?id=460">Hackney Marshes</a> and <a href="http://www.spectacle.co.uk/spectacleblog/category/olympics-2012/">Drapers Field</a> in Waltham Forest also conspicuous casualties of the Olympic legacy.</p>
<p>Although the actions appear reactionary in frantically (and apparently reluctantly) trying to raise money for the benefit of the local area, the significant gap in funding suggests the opposite; that these areas of public use have been previously marked out for redevelopment at the expense of affordable &#8211; and often free &#8211; opportunities for local residents to play sport with the ultimate product being private gain. Many residents are also anxious that the planned facilities will be too expensive for them to use, and will only be exploited by elite sportsmen and women.</p>
<p>500 signatures have so far been garnered by those organising the petition, underlining the top-down approach to so-called public land.</p>

<p>The Tideway Village is a community of houseboats moored in an inlet dock a short way down the river from Battersea Power Station. Property developers Berkeley Homes are involved in the regeneration of the so called <em>Nine Elms Opportunity Area</em> which encompasses the dock and have met with opposition from the residents of the houseboats for their apparent plans to remove the boats from their moorings. The residents were dismayed to hear that they had not been invited to the consultation concerning Berkeley&#8217;s plans for the area. After another consultation was held, they were shocked to find that in place of their homes there was a sort of floating garden.</p>
<p>The rightly outraged villagers started a petition and a media campaign to raise awareness about their situation. <a title="BBC" href="http://news.bbc.co.uk/local/london/hi/tv_and_radio/newsid_8902000/8902394.stm" target="_blank">The BBC</a> paid a visit as did the <a title="Evening Standard" href="http://www.thisislondon.co.uk/standard/article-23864431-thames-floating-village-saved.do" target="_blank">Evening Standard</a>. After seemingly contacting Berkeley homes; the Evening Standard claimed a victory for the houseboat community and that Berkeley Homes had listened to them and removed the dock from their plans.</p>
<p>However Berkeley have made no Official Statement with regards to the continued presence of the houseboat community and their official website concerning the <a href="http://www.tideway-wharf.co.uk/">Tideway Wharf </a>development still omits the boats and depicts a floating garden in their stead. See the <a href="http://www.tideway-wharf.co.uk/assets/pdfs/Architectural_Detail.pdf"><em>Architectural Details</em></a> and <a href="http://www.tideway-wharf.co.uk/assets/pdfs/Summary.pdf"><em>Summary of Our Proposals</em></a> (links open as PDFs) sections of their website for graphic depictions of the proposed garden.</p>
<p>As far as the Tideway Village (and Spectacle) are concerned, Berkeley still plans to remove them from their moorings and the villagers campaign is still underway.</p>

<p>A quick glance at the <a href="http://www.direct.gov.uk/en/Nl1/Newsroom/DG_189056">NDPB top earners&#8217; list</a> reveals that 3 out of the top 9 earners&#8217; are in fact on the ODA (Olympic Delivery Authority)&#8217;s <a href="http://www.london2012.com/about-us/the-people-delivering-the-games/the-olympic-delivery-authority/oda-senior-team/oda-senior-team.php">&#8217;senior team&#8217;</a>. David Higgins, chief executive of the ODA, is officially the highest earning civil servant in the land with a whopper of an annual salary of between £390,000 and £394,999. John Armitt, chairman of the ODA board also made it into the top earners&#8217; list and these 4 along with 5 other ODA senior executives each earn more than the UK Prime Minister, himself on a comparatively measly £142,500.</p>
<p>With such a big pile of Olympic gold split up between the senior executives, one wonders why those <a href="http://www.spectacle.co.uk/spectacleblog/olympics-2012/number-of-mcdonalds-trained-2012-olympic-volunteers-increases-by-8000/"><span class="wp-oembed">78,000 </span></a><span class="wp-oembed">unpaid</span> Game Makers can&#8217;t be given a slice of the pie. Considering these volunteers will not be given the pleasure of watching the games themselves during their ten days of unpaid labour and further three unpaid days of training, one would think it&#8217;d be at least courteous to offer them more than a few free McDonalds lunches and free travel on working days.</p>
<p>It would seem that the winning team have already been decided, they&#8217;re up in One Churchill Place in Canary Wharf it would seem&#8230;</p>

			<content:encoded><![CDATA[<p>&#8216;Work experience&#8217; is usually shorthand for tea-making, errand running and general office serfdom. Spectacle however has a very different interpretation of work placements.</p>
<p>You get into the thick of things straight away. For me, I was sent off into the City of London to do an interview with two other work placement participants. Before we left we were told how to use the equipment and given some tips on basic interview technique, but we were trusted 100% to go and bring back usable footage and audio.</p>
<p>The Spectacle program is here to help its participants get a grasp of what working in an independent video production environment is like. The placement lasts 15 days and participants can expect to spend 20% of their time on shoots working in different capacities, 40% editing in FCP and the remaining 40% assisting in the office with the day to day maintenance of the website, blog and office itself. Obviously the more dull office errands need taking care of, but Spectacle like to make sure that no one work placement participant is stuck doing all the humdrum and everyone in the office helps out.</p>

			<content:encoded><![CDATA[<p style="text-align: left;">Drapers Field, a park in Leyton that consists of all-weather football pitches, playing fields and an arts centre, is to be tarmaced over to serve as a storage depot for the London Olympics. While Waltham Forest council admitted that this would be a significant loss to the community &#8211; the park is used by around 100,000 people every year, including the Norlington School for Boys as well as 23 clubs &#8211; it still went ahead with the proposal, in the hope that the community will be granted substantial compensation.</p>
<p style="text-align: center;"><a href="http://www.spectacle.co.uk/spectacleblog/wp-content/uploads/2010/08/hackneymarsh.jpg"><img class="size-medium wp-image-3459 aligncenter" title="hackneymarsh" src="http://www.spectacle.co.uk/spectacleblog/wp-content/uploads/2010/08/hackneymarsh-300x200.jpg" alt="" width="327" height="163" /></a><em>Hackney Marshes &#8211; one of several parks to be redeveloped for Olympic facilities<br />

<p>This decision has caused uproar with local people because of the glaring contradiction of trying to promote sport as a co-operative, public activity whilst reducing opportunities for actively participating in sport. It also seems to be nonsensical to turn a park into a depot, search for alternative sites for sports activities and then restore the original site after 2012, when all the council or the <a href="http://www.london2012.com/about-us/the-people-delivering-the-games/the-olympic-delivery-authority/index.php">ODA (Olympic Delivery Authority)</a> would have to do is find an already existing depot in the area. These admittedly are of course hard to find in East London.</p>
<p>This is not the first requisition of public green space in the interest of the upcoming mega-event; a substantial chunk of Hackney Marshes has already been pocketed for the <a href="http://www.spectacle.co.uk/archive_production.php?id=460">development of a VIP coach park</a>.</p>
<p>This must also be frustrating for residents in a location where local sport &#8211; particularly in the shape of <a href="http://www.leytonorient.com/page/LOCSPIndex/0,,10439,00.html">Leyton Orient FC</a> who make use of the amenities &#8211; plays a <a href="http://www.spectacle.co.uk/archive_production.php?id=738">positive role</a> in the community. In the meantime, Norlington School for Boys face an uphill struggle to find fields for activities, and most likely a further dip into the school budget.</p>
